GATINEAU, Quebec, June 28, 2011 – The Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, made an important announcement today regarding the Payments in Lieu of Taxes program.
“I am very pleased to announce the appointment of two new members and the reappointment of one past member to the Payments in Lieu of Taxes Dispute Advisory Panel,” said Minister Ambrose. “With their experience and background, I am confident that their contributions will be beneficial to the Dispute Advisory Panel.”
Members were selected based on their professional background, expertise and experience that include the fields of real property valuation, real property law, Canadian property tax systems and provincial models of assessment and taxation. Their names and cities of residence are as follows:
| Name | City of residence | Province/Territory |
| Grace Muzyka | Saskatoon | Saskatchewan |
| André Poisson | Saint-Adolphe-d’Howard | Quebec |
| Jackie Thakore | Saskatoon | Saskatchewan |
The Panel acts as an impartial review and advisory forum where municipalities and other Canadian taxing authorities can present their concerns regarding the payments in lieu of taxes they have received with respect to federal real property and Crown corporation property.
Through the Payments in Lieu of Taxes program, the Government of Canada distributes about $500 million annually to some 1,300 real property taxing authorities, including municipalities, provinces, school boards, local services boards and First Nations. These payments support the cost of local government in communities where federal property is situated. Although discretionary, they are made in recognition of the valuable direct and indirect services the Government of Canada receives from local governments.
