Surrey, British Columbia, January 8, 2013 – Today, the Honourable Rona Ambrose, Minister of Public Works and Government Services and Minister for Status of Women, and the Honourable Vic Toews, Minister of Public Safety, announced the completion of the new RCMP E Division Headquarters facility located at 14200 Green Timbers Way, in Surrey, British Columbia.
“I am pleased to announce that this new Government of Canada facility has been completed on time, on budget, and on scope, and is ready for the RCMP E Division Headquarters’ units to move in,” said Minister Ambrose.
Housing up to 2700 employees, the new RCMP E Division Headquarters facility is the largest federal accommodations project outside of the National Capital Region. It will bring together approximately 25 E Division operational units currently dispersed throughout Metro Vancouver.
“We are excited to be at this stage in the development of a new headquarters building for the RCMP’s E Division,” said Minister Toews. “This new facility will create operational efficiencies for E Division and will better support the RCMP in serving the public safety and security needs of British Columbians.”
“This exciting project has brought approximately 450 direct jobs to the region,” said the Honourable James Moore, Minister Responsible for British Columbia. “We have leveraged the expertise of the private sector to build a facility that truly meets the needs of the RCMP in British Columbia.”
E Division personnel will begin the move into their new headquarters in January 2013, using a phased approach.
“A move of this magnitude requires significant planning and coordination,” said BC RCMP Commanding Officer Craig Callens. “We need to remain fully operational while in the process of moving. Our staff has been preparing for our move for a long time and we are excited to take occupancy of this purpose-built space that will serve us well for many years to come.”
The new RCMP E Division Headquarters was procured through a public-private partnership between Public Works and Government Services Canada and Green Timbers Accommodation Partners, a consortium led by Bouygues Buildings Canada. This marks the first use of a public‑private partnership for a federal accommodations project. Under the terms of the project agreement, the private partner agreed to design, build, finance and maintain the facility for a period of 25 years, post construction, for a fixed price of $966 million. Additionally, the Government of Canada will pay $8.9 million in insurance costs over the 25-year period, for a total cost of $975 million.
Set adjacent to the Green Timbers forest, this new 76,162 square-metre facility has been designed and built to meet LEED® (Leadership in Energy and Environmental Design) Gold certification and incorporates a number of green building elements.

RCMP E DIVISION HEADQUARTERS RELOCATION PROJECT
Public Works and Government Services Canada (PWGSC) and the RCMP have completed a new Government of Canada facility to house the RCMP E Division Headquarters. The new headquarters is located at 14200 Green Timbers Way in Surrey, BC, in an area commonly referred to as Green Timbers.
The core of the RCMP E Division Headquarters is currently located at the Fairmont site (37th Avenue and Heather Street) in the city of Vancouver. These accommodations were not purpose-built, are significantly overcrowded, are poorly located operationally and are reaching the end of their useful life.
The new E Division Headquarters facility is integrated, purpose-built and better located for operational purposes. The 14.8-hectare site was acquired by PWGSC in 2005 from the Province of British Columbia specifically for this purpose. The new facility will:
- improve operational efficiencies;
- enhance integrated policing;
- improve responses to natural disasters through better access to major roadways and a centralized post-disaster response facility;
- meet current safety and security standards; and
- provide office and purpose-built accommodation for up to 2700 personnel.
The new E Division Headquarters facility is a multi-building complex of 76,162 square metres, including a seven-storey office building. The project is designed to meet LEED® (Leadership in Energy and Environmental Design) Gold certification, incorporating green technology standards for construction and for facility management.
This project is a public-private partnership (P3) between the Government of Canada and Green Timbers Accommodation Partners. The P3 project agreement was signed by both parties on April 22, 2010, for a fixed price of $966 million to design, build, finance and maintain the facility for a term ending 25 years after construction. Included in this amount is $263 million for design and construction work (including $120 million paid by the Government of Canada during the construction phase) and $703 million for project financing, building maintenance, and life-cycle repair and renewal over the term of the agreement (25 years post-construction). Additionally, Canada will pay $8.9 million in insurance costs over the 25-year period, for a total of $975 million. The Government of Canada retains ownership of the Green Timbers site and facility during and after the 25-year post-construction period.
To ensure fairness and impartiality, the entire procurement process was overseen by an independent Fairness Monitor, who reported that the process the Government of Canada followed was “exemplary.”

Green Timbers Accommodation Partners
The Green Timbers Accommodation Partners consortium sponsors comprise InfraRed Capital Partners (formerly HSBC Infrastructure), Bouygues Bâtiment International, and ETDE Facility Management Canada.
Other team members include Kasian Architecture, which led the design of the facility, with construction being undertaken by Bouygues Building Canada and Bird Construction. ETDE Facility Management Canada will provide catering and all facilities management services, including maintenance, cleaning, and energy consumption management for the 25-year period following construction.
