Government of Canada update on Economic Action Plan Investments in the National Capital Region

National Capital Region, October 1, 2009 – The Government of Canada is investing in key infrastructure projects across the country-using the jobs we are creating today to build a lasting legacy of sound infrastructure for the future. Foreign Affairs Minister Lawrence Cannon today underlined investments of over $88 million for repair and restoration work in federal buildings, bridges and facilities across the National Capital Region.

"Our Government's top priority is protecting Canada's economy. Investing in our federal buildings is just one way we are creating opportunities for local businesses here in the National Capital Region and across the country," said Minister Cannon. "With eighty seven percent of year-one contracts to repair and renovate Public Works and Government Services Canada (PWGSC)-owned buildings issued in just six months, this Government is turning our short-term challenges into long-term strengths."

The Government of Canada, through PWGSC, is investing over $88 million to repair and renovate government facilities in the National Capital Region. Projects include roof replacements, electrical repairs, exterior mortar work, paving and fire protection upgrades. These projects are expected to provide work opportunities for over 5,000 small and medium-sized enterprises across the country.

"This Government is leveraging the most significant infrastructure investment in recent memory to protect the jobs we have while helping those hardest hit get back to work," added Minister Cannon. "We are staying the course, implementing Canada's Economic Action Plan to ensure our country comes out of this global recession stronger and better off than when we went in."

Contracting opportunities are open to all companies and are posted regularly on MERX™, the government's electronic tendering system. The Government of Canada is investing $12 billion in new infrastructure funding for roads, bridges, broadband Internet access, electronic health records, laboratories and border crossings across Canada.

Backgrounder

Under the Government of Canada's Economic Action Plan, Public Works and Government Services Canada is investing over $88 million for the repair and restoration work in the following federal buildings and facilities across the National Capital Region:

350 King Edward Avenue, Ottawa, ON

PWGSC is making a number of upgrades to the building including: repairs to the exterior walls, maintenance on the electrical system, refurbishing the washrooms, and replacing three cooling towers, the electric humidifiers, the heating water pumps, non-code-compliant door hardware, north wing access ramps, hot water boilers, and the roof top air conditioning unit.

Administration Building, 588 Booth Street, Ottawa, ON

PWGSC is making a number of upgrades to the building including: improvements for accessibility, painting, installing a new sprinkler system, and improvements to the staircase fire separations.

Alexandra Bridge

PWGSC is rehabilitating and reinforcing the masonry piers and steel structure of the Alexandra Bridge.

Brooke Claxton Building, Tunney's Pasture, Ottawa, ON

PWGSC is making a number of upgrades to the building including: improvements for accessibility, electrical repairs to the high voltage vault, elevator upgrades, replacement of fire alarm devices, repairs to metal and glass panels, and upgrades to the sprinkler system.

C. D. Howe Building, 240 Sparks Street, Ottawa, ON

PWGSC is making a number of upgrades to the building including: asbestos removal, installation of new windows, repairs to a skylight and damaged wall, maintenance of the electrical system, repairs to the exterior concrete, parking garage membrane and mechanical catwalks, and installation of mechanical pipe insulations, new fan bearings, new drain lines and baskets.

Canadian Police Information Centre and Central Heating Plant, 1200 Vanier Parkway, Ottawa, ON

PWGSC is making a number of upgrades to the building including: remediating the exterior rails, life safety generator, electrical conduit pits and exterior stairs, and installing new ladders and guardrails on the roof.

Confederation Heights Grounds, 720 Heron Road, Ottawa, ON

PWGSC is paving the parking lot.

Connaught Building, 555 MacKenzie Avenue, Ottawa, ON

PWGSC is making a number of upgrades to the building including: replacement of the carpet, refinishing the elevator penthouses and installing bollards on the traffic control devices.

Constitution Building, Ottawa, ON

PWGSC is making a number of upgrades to the building including: repairing the storage tank room and installing interior and exterior fire doors.

DND Data Centre, Ottawa, ON

PWGSC is making upgrades to the building including installing a new carpet.

East Memorial, 284 Wellington Street, Ottawa, ON

PWGSC is making a number of upgrades to the building including: replacing the perimeter heating pipes and upgrading the windows.

Edward Drake Building, ON

PWGSC is making upgrades to the building including repairing exterior pavers.

Exhibition Commission, 440 Coventry Road, Ottawa, ON

PWGSC is making a number of upgrades to the building including: replacement of the roof in sections eight and ten, repaving the east and west access roads, and upgrading the carbon monoxide detectors and ventilation.

Federal Study Center, 1495 Heron Road, Ottawa, ON

PWGSC is making a number of upgrades to the building including: repairs to the concrete walkways, replacing electrical panels, and remediating all fixtures.

Finance Building and Annex, Tunney's Pasture, Ottawa, ON

PWGSC is making a number of upgrades to these buildings including: installing new code-compliant guards on the handrails and elevator components, upgrades to accessibility and the fire and life safety system, and repairs to the exterior brickwork.

General Records Centre, Tunney's Pasture, Ottawa, ON

PWGSC is upgrading elevator 2 and the service elevator.

Government of Canada Conference Centre, 2 Rideau Street, Ottawa, ON

PWGSC is making a number of upgrades to the building including: repairs to the Government of Canada Conference Centre tunnel, the electrical vault structure, the skylight in the second floor mechanical room and the windows on the building's perimeter, replacing the air handling unit, the roof, and the exterior lighting, painting the exterior wooden window frames, and improving the Colonel By exit.

Lester B. Pearson Building, 125 Sussex Drive, Ottawa, ON

PWGSC is making a number of upgrades to the building including: upgrading accessibility, electrical panels, electrical systems and fire separation in the hydro vault, replacing the above-ground storm water lines, garage ventilation system, door pivots and closers on the main brass doors and entrance floor grilles, balancing the heating, ventilation and air conditioning unit, making emergency garage door repairs, maintaining the electrical system, re-caulking precast panels, installing sprinklers and replacing windows.

PWGSC is making a number of upgrades to the building including window replacements.

Library and Archives Canada, 395 Wellington Street, Ottawa, ON

PWGSC is making a number of upgrades to the building including: front entrance granite repairs and replacement of two high voltage transformers.

National Police Services Building, 1200 Vanier Parkway, Ottawa, ON

PWGSC is making a number of upgrades to the building including: installing exterior ramp handrails, smoke detectors and sprinklers, repairing the firing range heating, ventilation and air conditioning unit, and replacing of a condensate tank and fire alarm valves.

Nicholson Building, 1200 Vanier Parkway, Ottawa, ON

PWGSC is making a number of upgrades to the building including: repairing the exterior stairs, a pass-through beam and the foundation waterproof membrane, replacing emergency lighting, exit lighting, manual pull stations and the life safety generator, and upgrading heating, ventilation and air conditioning units.

PWGSC is making a number of upgrades to the building including: upgrading accessibility, renovating the loading dock, replacing the window glass, exhaust and return air fans, heat exchangers and an air handling unit, installing elevator machine guards and resurfacing the daycare playground.

PWGSC is removing the floor tiles in the mechanical room and reconstructing the sidewalk.

PWGSC is making a number of upgrades to the building including: installing variable air volume units, repairing the cafeteria loading dock, painting and replacing the third floor air handling unit and refurbishing four others, replacing the fuel oil day tanks, heating riser isolation valves and penthouse washroom fans, reconfiguring the handrails in the stairwells, and upgrading the domestic water piping.

PWGSC is making a number of upgrades to the building including: exterior rehabilitation, escarpment stabilization, asbestos removal and fence installations.

Sussex Pavilions, 111 Sussex Drive, Ottawa Ontario, ON

PWGSC is making a number of upgrades to the building including: repairing the air handling units, converting the heat pump to a closed loop system, replacing the daycare floor, and implementing various seismic structural upgrades.

Taxation Data Centre and HQ, 875 Heron Road, Ottawa, ON

PWGSC is making a number of upgrades to the building including: repairing and upgrading the unrated fire doors and closures, fire separations, and waterproofing on the West Link Podium level, replacing electrical panels, heating and cooling valves and flooring in the Public Enquiries unit, installing a pathway railing and new flex duct and diffusers, remediating the asbestos and reconfiguring the cooling and heating system.

PWGSC is making a number of upgrades to the building including: repairing the concrete steps, replacing the original condensing units and the roof and making several structural improvements.

Tunney's Pasture Parking, Ottawa, ON

PWGSC is making a number of upgrades to the building including: repairing and/or repaving the sidewalks and roadways.

Gatineau

Centre Asticou, 241 Cité-des-Jeunes Boulevard, Gatineau, Hull Sector, QC

PWGSC is making numerous improvements including: replacing the carpet in various locations, repairing the outdoor parking lights and roof in Block 1300E, replacing humidification units and the roof in Block 1200, upgrading the sprinkler piping and modifying structural beams.

Chaudière Crossing

A detailed engineering report on the structural condition of the Chaudière Crossing is being studied. Once the needed repairs are identified, PWGSC will develop plans and specifications and initiate the contracting process necessary to implement and successfully complete the project.

Gatineau Preservation Centre, 625 Boulevard du Carrefour, Gatineau, QC

PWGSC is making several improvements including: replacing the computer connected to the fire alarm system, re-tubing the boilers, repairing damaged surfaces at the main entrance and other areas, repairing the main sewer line under the building, and resurfacing the interior concrete floors.

Université du Québec en Outaouais, Gatineau, QC

PWGSC is making a number of upgrades to the building such as accessibility improvements.

Les Terrasses de la Chaudière, Gatineau, QC

PWGSC is making a number of upgrades to the building, including the renovation / fit-up of office space on floors 6 and 7 at 25 Eddy Street.

Louis Saint Laurent Building, 555 Chemin de la Carrière in Gatineau, QC

PWGSC is adding and upgrading traffic control devices, sprinkler coverage and the voice communications system, replacing the carry-over chiller, metal fire doors and carpet throughout the complex, cleaning the interior skylights and roof trusses and repairing the podium light bollards and structural concrete column in the garage.

National Printing Bureau, 45 Boulevard Sacré-Coeur, Gatineau, Hull Sector, QC

PWGSC is making many improvements including: repairing the floor slab in the basement common area and the main entrance, modifying the front canopy, and replacing steam holding tanks and pumps as well as the east and northwest sections of the roof.

Macoun Nature Centre, 1770 Pink Road, Gatineau, Aylmer Sector, QC

PWGSC is upgrading the exterior security monitoring system.

Place du Centre, 200 Promenade du Portage, Gatineau, Hull Sector, QC

PWGSC is making repairs to the building including: upgrading the fire alarm system to address recommendations in a Fire Marshal report, upgrading the diesel fuel storage tank, and replacing electrical bus ducts.

Place du Portage, Phase 1, 50 Victoria Street, Gatineau, Hull Sector, QC

PWGSC is making repairs on the building including: closing the floor in a conveyor shaft repairing the statue in the park and replacing the heating coil system.

Place du Portage, Phase 3, 11 Laurier Street, Hull, QC

PWGSC is upgrading and replacing the CCTV cameras and monitors, fuel tank controls, floor treatment, windows, humidification, and water fountains at Place Aubry. PWGSC is also cleaning the ducts, replacing the drains in various locations of the building and repairing the membrane at Tower C, the penthouse wall in Tower B, the expansion joint under the sidewalk of Maisonneuve and Laurier, and the Tower C boilers.

Place du Portage, Phase 4, 140 Promenade du Portage, Hull, QC

PWGSC is making several improvements including: upgrading the washrooms and pressure piping, performing 6th floor base building work, cleaning the building's air ducts, constructing a garbage room, making the Metropolitan parking administration office more accessible, repairing the exterior light system, replacing the directory boards on levels 02, 01, 00 and 1, and upgrading the exterior perimeter to discourage vandalism.
